RFP: Scope of Work and Costs for a Feasibility Analysis Providing Ambulance Transportation Services, June 10, 2016 by Admin

INTRODUCTION

The Santa Cruz County Fire Chiefs Association (hereinafter SCCFCA) are requesting proposals from qualified consultants to conduct a feasibility analysis for the potential of providing emergency ambulance transportation for the Santa Cruz County exclusive operating area under the jurisdiction of a Joint Powers Authority (JPA). Interested parties are invited to submit proposals for completing the desired work.

BACKGROUND

The County of Santa Cruz maintains jurisdictional responsibility to provide Emergency Medical Services (EMS) and Advanced Life Support Services (paramedic services), including patient transport within the county. American Medical Response (AMR) was awarded the County contract in 2003 and currently provides patient transport. Under the current contract, the fire agencies within Santa Cruz County provide the “first response” paramedic services to emergency medical calls in Santa Cruz County, and often provide patient stabilization and treatment until an AMR ambulance arrives. The current contract expires December 31, 2017, and the County will be seeking a Request for Proposal for this service in the late summer of 2016.

PURPOSE OF THE FEASIBILITY STUDY

By way of this RFP, the SCCFCA seeks proposals from qualified firms or individuals to determine the feasibility of the SCCFCA to provide emergency ambulance transport by identifying elements of a Scope of Work and calculated costs for completing a comprehensive analysis of several options in order to respond as a qualified bidder on the upcoming Santa Cruz County ambulance contract. The SCCFCA desires to contract with a single firm but will consider working with multiple firms or individuals to complete this work. Proposals will be evaluated by the Santa Cruz County Fire Chiefs.
